ACWA's Board
of Directors has voted to formally support Proposition 50, the $3.4
billion state general obligation bond measure that will appear on
the November 5 ballot.
If approved
by voters, the measure - also known as the Clean Water and Coastal
Protection Bond of 2002 - will provide funding for a variety of
programs and projects, including the CALFED Bay-Delta Program, efforts
to reduce the state's demand for Colorado River water, coastal wetlands
protection, water system security, water quality improvements and
water management projects.
Unlike major
water bond measures approved by voters in 1996 and 2000, Proposition
50 was not crafted by the Legislature with extensive public involvement.
It was drafted primarily by environmental groups and qualified for
the ballot through the initiative process.
Though many
ACWA members have expressed concern with how the measure was developed,
a majority of ACWA board members agreed that the need to invest
in the state's water infrastructure and to keep the CALFED program
on track outweighed those concerns.
ACWA has prepared
a variety of materials to brief its members on Proposition 50 and
assist them in educating their customers and other key audiences.
