A proposal to repeal the ERAF exemption for enterprise water special districts was defeated, thanks to the outreach efforts of ACWA and its members! SB 407 (Torlakson) was introduced and passed in the Assembly Local Government Committee in June. It went on to face the Assembly Appropriations Committee and then the Assembly floor, but after some amendments and being tossed back and forth between Appropriations and the floor, the proposal ultimately failed when the Assembly conducted a vote in the final hours of the 2003-04 legislative session.
