  • Background
  • Policy Principles :
    • Special districts are organized to provide only those services needed by residents, farms or businesses in a limited geographical area. There is a direct relationship between the service provided, the cost for providing the service, and the fee, rate or charge imposed for the service. Many districts also rely, in part, on local property taxes to pay for local water, sewer and electrical facilities that benefit local property owners.
    • Special districts are responsive to the needs of their customers due to the direct service relationship that exists between them. As such, special districts can be held directly accountable for the level and quality of services provided; and, due to their often smaller size as compared to general purpose governments or regional agencies, they can be more accessible.
