Integrated Regional Water Management Plan Grant Program Principles
The Association of California Water Agencies (ACWA) and its member public water agencies have an acute and essentially proprietary interest in how “integrated regional water management” (IRWM) is conducted, how IRWM plans (IRWMP) are prepared and implemented, and specifically how the state’s IRWM grant program is administered.
The state’s administration of Proposition 50 IRWM grant funds has been the focus of significant controversy, both affecting and involving many ACWA member agencies and regional groups. There are significant long-term administrative and political policy considerations at stake, and ACWA has intervened at key junctures to influence the outcome.
The following principles will be used by ACWA to promote its interests associated with on-going state administration of the IRWM grant program.
