statutory requirements, which combine with increasing uncertainty about longterm water supply reliability (due to drought, environmental regulation, climate change, and other factors) and the increasing threat of litigation to make the next round of Urban Water Management Plan (UWMP) updates more demanding than many public water suppliers expected.
