ACWA’s Supplemental Comments on the U.S. Environmental Protection Agency’s Draft Fiscal Year 2011-2015 Strategic Plan

The Association of California Water Agencies (“ACWA”) submits the following comments as an addendum to our previous comments submitted on August 3, 2010. We appreciate the opportunity to comment on the U.S. Environmental Protection Agency’s (“USEPA” “Agency” or “EPA”) Draft FY 2011-2015 EPA Strategic Plan (“Strategic Plan”, “Plan” or “Strategy”). ACWA recognizes how critical it is for the Agency to develop and implement a comprehensive strategic plan to address the environmental challenges we all are likely to face in the next decade, especially in light of the economic and budgetary constraints that are currently taking place at all levels of government and probably will continue in the foreseeable future. This is true for the public water agencies that ACWA represents, as well as the USEPA. We believe that the following additional comments can contribute to a more efficient and effective strategic plan.
