David L. Reynolds, Director of Federal Affairs

As director of federal affairs for the Association of California Water Agencies (ACWA), David Reynolds is responsible for the association's Washington, D.C. office and federal affairs programs.

He oversees congressional and executive relations, the promotion of the association's positions on such issues as the Safe Drinking Water Act, Clean Water Act, Endangered Species Act, federal funding for the CALFED Bay-Delta program, and coordination with the U.S. Departments of Interior and Energy, and the Environmental Protection Agency (EPA).

Prior to joining ACWA in 1993, Reynolds was director of external affairs for the U.S. Bureau of Reclamation, director of development and communications for the Nature Conservancy Connecticut Chapter, and a legislative assistant to Congresswoman Nancy Johnson.

Reynolds earned a Bachelor of Arts degree in Political Science from Duke University in 1979.
