Senator Reid Releases Draft Energy Bill

Majority Leader Harry Reid (D- Nev.) released a draft Energy Bill to potentially be considered by the Senate before it adjourns for the August recess.  Rather than consider an energy bill that that includes a cap and trade system for green house gas emissions, Reid proposed a bill that addresses issues related to the Gulf of Mexico oil spill, provides incentives to homeowners to purchase energy efficient products, and incorporates a variety of other smaller programs such as incentives for the development of electric and natural gas vehicles.

Of interest to ACWA members, the energy efficiency program for homeowners also includes incentives to purchase water efficient products including outdoor irrigation systems.  Additionally, the draft bill provides funding for the Land and Water Conservation Act of 1965 including money for its watershed restoration.  This program administered by the Secretary of Agriculture can be used for a variety of purposes including invasive species eradication and habitat restoration.

At a press conference today, Majority Leader Reid refused to commit to bringing the bill to the Senate floor before adjourning for the August recess.  To read the draft bill, please see the attached document below.
