Bill Introduced to Move Water Bond to 2012

Legislation to move the $11.14 billion water bond to the November 2012 ballot is now in print. AB 1265 (Caballero and Jeffries) would rename the bond measure the Safe, Clean and Reliable Drinking Water Supply Act of 2012 and provide for it to go before voters at the Nov. 6, 2012, statewide election instead of the Nov. 2, 2010, election.

It would also modify provisions regarding joint powers authorities formed to finance surface storage projects. The bill would prohibit JPAs from including for-profit corporations, mutual water companies or other private entities in their membership.

A related bill, AB 1260 (Fuller), also is in print to adjust the terms of members appointed to the California Water Commission.

The two bills are expected to be taken up in the Legislature on Monday, with the goal of meeting the Secretary of State’s Aug. 9 deadline for moving the bond.
