Prop. 18 Ballot Arguments Posted for Review
Ballot arguments for and against Proposition 18 have been posted for review on the Secretary of State's website.
In addition, the Legislative Analyst's Office has posted analyses of 10 propositions set for the November 2010 ballot. The analyses can be found here.
Proposition 18 is the $11.14 billion water bond measure approved by the Legislature as part of the 2009 comprehensive water package.
Gov. Arnold Schwarzenegger and legislative leaders have signaled their intent to postpone the water bond until November 2012, citing the need to focus on the state's budget woes this year.
Legislation to delay the bond to 2012 is expected to be introduced in August. Lawmakers have said a bill must pass by mid-August to remove Proposition 18 from the November 2010 ballot. A two-thirds vote is required.
State law requires the Secretary of State's Office to put the Official Voter Information Guide on public display before printing and mailing a copy to registered voters. The guide will be available online for public inspection through Aug. 9, and court-ordered changes may be made to the language before the guide is finalized.
The ballot arguments may be viewed here. ACWA Executive Director Timothy Quinn is one of three signatories to arguments in favor of Proposition 18.
