Services Set for Longtime ACWA Committee Chair Jess Senecal
A memorial service for longtime water attorney Jess Senecal is planned for 2 p.m. July 7 at La Cañada Presbyterian Church, 626 Foothill Blvd., La Cañada.
Senecal, a senior partner of the law firm Lagerlof, Senecal, Gosney & Kruse LLP, chaired the ACWA State Legislative Committee from 1970 to 2007. He was also a member of the ACWA Legal Affairs Committee and served several terms on the ACWA Board of Directors.
He died June 6 at the age of 81 while recovering from a stroke.
In 2008, Senecal was presented with ACWA’s Emissary Award, which recognizes individuals for remarkable contributions to California water by supporting and advancing the association’s goals.

He ensured that all points of view on an issue were heard, and he led us to the best result not just for ACWA’s members, but for California. His career-long dedication to ACWA, and water and local government issues, is remarkable and will not be matched. He stands with the giants in the legacy of ACWA. He was a dear friend and a respected colleague.”
His legal tenure spanned more than 50 years of experience in municipal, natural resources, business and real estate law, and he was involved in nearly every major water rights case in Southern California.
He served as counsel for a number of public agencies, municipal corporations and investor-owned entities engaged in the utility business.
