In 1993, the ACWA Board approved Vision 2000 which instituted a regional structure to ACWA's membership. The Region structure is designed to invigorate ACWA members at a grassroots level and is based upon number of agencies, geography and the interests/challenges of each region.

Role of the Regions
- Support ACWA's goals
- Provide governance and bring members together and represent regional views
- Elect a chair a vice chair to the ACWA Board
- Activate grassroots organizational support for issues through outreach and communication
- Hold membership meetings
- Educate ACWA's membership through events and tours
- Assist with member recruitment/retention
- Leadership
