More Information about California's Water California Department of Water Resources (DWR) DWR operates and maintains the State Water Project, including the California Aqueduct. The department also provides dam safety and flood control services, assists local water districts in water management and conservation activities, promotes recreational opportunities, and plans for future statewide water needs. California Farm Water Coalition The California Farm Water Coalition was formed in 1989 in the midst of a seven-year drought. CFWC was formed to increase public awareness of agriculture’s efficient use of water and promote the industry’s environmental sensitivity regarding water.
