Under the direction of the Senior Community Affairs Representative, the Community Affairs Representative III (CAR III) performs a variety of duties, including development, organization, coordination, and implementation of major, strategic public outreach and community affairs activities to build trust and support for East Bay Municipal Utility District (EBMUD) programs, projects, policies, and goals in support of EBMUD’s Strategic Communications Plan.

The incumbent will represent EBMUD’s interests to customers, educational institutions, community organizations, nonprofits, local officials, and other stakeholder groups; plans informational materials for dissemination using a variety of channels; and fosters relationships with and builds trust among key stakeholders to educate them about EBMUD, environmental issues surrounding water, and the intricacies of water service delivery; and communicates and garners support for EBMUD’s short- and long-term public outreach and community engagement goals. Typical responsibilities may include:

  • Acts as project lead for consequential/long-range community engagement and educational projects and programs in support of EBMUD’s Strategic Communications Plan and the District’s mission, goals, and values.
  • Leads the development, organization, management, and implementation of a comprehensive EBMUD education strategy and program with the goal of informing and engaging the wider community about EBMUD’s commitment to customers, public health, and the environment, as well as careers in the water industry, infrastructure investment, and other goals.
  • Works to improve, expand, unify, and set strategic direction for various EBMUD educational efforts, including K-12 education curriculum, the Community Water Academy, education sponsorships and partnerships, webinars, events, speaker requests, and others.
  • Consolidates, connects, and coordinates educational efforts across EBMUD work groups (Wastewater, Water Conservation, Water and Natural Resources, Office of Diversity, Equity, and Culture, etc.) in support of a strategic education plan and with the aim of providing a unified, clear, and cohesive message that is easily understood by the general public and connects them to EBMUD’s function of providing vital water and wastewater services to the community.
  • Works closely with subject matter experts to develop key messages that ensure consistent and accurate information for community outreach, social media, newsletters, postcards, frequently asked questions (FAQs), Board member presentations, web publication, and others.
  • Fosters relationships with customer, community partners, educational groups/institutions, local government, and other stakeholder groups to gain support for programs, projects, policies, and goals.
  • Develops proactive community messages and responds to community inquiries; develops relationships with local government, community, non-governmental, and other groups to build positive, fair stories that help the public understand EBMUD’s mission, projects, and policies.
  • Customizes tone and approach of messages for a variety of audiences; coordinates the distribution of communications through a variety of methods.
  • Identifies and develops outreach to underserved and underrepresented communities in the local service area and upcountry area, including non-English speakers; works closely with the Office of Diversity, Equity, and Culture and the Human Resources Department on engagement with local K-12 schools, colleges, and other educational institutions to increase pool of diverse candidates from underrepresented communities.
  • Oversees, schedules, and manages a range of public events and speaking engagements; responds quickly and appropriately to community calls, emails, and comments regarding various EBMUD projects and programs.
  • Conducts talks, presentations, and speeches; presents film and slide programs to schools, clubs, and various civic and service organizations.
  • Plans, arranges, and participates in tours of EBMUD facilities by various groups and other EBMUD-sponsored events.
  • Serves as a member of the emergency operations team (EOT) and as an EBMUD community affairs lead, as needed; supports crisis and emergency communications planning and response.
  • Coordinates work with EBMUD staff to produce informational materials for print or electronic communications.
  • Creates materials for multilingual outreach, including working with internal language experts and contracted translators and interpreters.
  • Provides technical and functional direction and training to staff and oversees vendors.
  • Utilizes automated or computer-based work management systems, or other electronic or computer systems and applications, in the course of work.
  • Performs other related duties and responsibilities as required.

The salary range is $11,674 per month increasing to $12,258, $12,871, and $13,515 after 6, 18, and 30 months, respectively.

Requirements:
1. A bachelor’s degree, or its equivalent* with major in education, communications, community relations, public administration, political science, or a closely related field; and,
2a. Two (2) years of experience** as an EBMUD Community Affairs Representative II; or,
2b. Four (4) years of experience** in public relations and communication or other directly related career field.
