Under the direction of the General Manager, the Director of Power Systems will manage and lead the operation, maintenance, compliance, and engineering of major water storage, flood control, hydroelectric and recreation facilities.

The Agency is seeking a knowledgeable, collaborative, and highly engaged candidate to serve as the next Director of Power Systems. The ideal candidate is a solution-oriented, strategic, and analytical thinker who is innovative and professional. A team player with excellent verbal and written communication skills is essential. The incoming Director must have the ability to develop and prioritize strategic goals and objectives, determine staffing needs, develop and administer budgets and grants, and represent the agency before various groups.

The Agency is in search of a demonstrated leader capable of mentoring, training, evaluating, and guiding staff, and who has a track record of establishing and sustaining highly effective teams. The Director must have the ability to establish and maintain working relationships with other key stakeholders, Federal and State agency representatives, board members, community and business representatives, and staff. Qualifications:

  • Proven track record of successful executive leadership and management in a similar role.
  • Strong strategic thinking and decision-making skills.
  • Exceptional interpersonal and communication skills.
  • Demonstrated ability to lead and inspire teams to achieve outstanding results.
  • Extensive experience in public sector and/or large hydroelectric or other large generating plant operation and maintenance.
  • Strong analytical and problem-solving abilities.
  • Bachelor’s or Master’s degree strongly preferred.

License or Certificate:

Possession of and ability to maintain an appropriate, valid California Driver License.

Special Requirements: This position is subject to call out at any time and must reside close enough to travel to Oregon House, CA within one hour.
Typical Tasks

  • Work with the Executive Team and Agency Managers to develop Power Systems objectives to address the Agency strategic priorities set by the Board of Directors.
  • Monitor and assures Power Systems safety program, policies and culture; support both public and employee safety.
  • Assure the Agency Dam Safety Program fulfills regulatory requirements and meets dam safety regulators expectations to provide a comprehensive, state of the art, dam safety program for public protection.
  • Work with Power Systems managers to develop tactical business plans to deliver on objectives.
  • Actively participate in and support water management to ensure flood risk is minimized, regulatory compliance is fully satisfied, environmental interests are addressed based on good science, water delivery contract requirements are met, and power generation is optimized.
  • Utilize general knowledge of CAISO market to support optimal operation of generation, while meeting compliance, water delivery, and flood risk reduction needs to maximize revenue.
  • Maintain employee relations according to personnel policies and union contracts, including supporting memorandum of understanding (MOU) union negotiations.
  • Monitor and assure compliance programs, including OSHA, FERC, NERC/WECC, and Resource Agency policies and drive a culture of compliance.
  • Plan and direct the efficient and effective operation, maintenance and security of the Yuba County Water Agency’s Yuba River Development Project and Narrows 1 Project, including functioning within the budget, contract and specification preparation, and purchasing.

Benefits

The annual salary range for the Director of Power Systems is $208,977.60 – $254,009.60.   • Agency paid health insurance: 1-party is $901.61, 2-party is $1,803.22, and 3+party is $2,448.89 per month.
  • Dental: 100% paid coverage for employee and dependents
  • Vision: 100% paid coverage for employee and dependents
  • Vacation: Accrued at 12.6 hours per calendar month and increases with years of service
  • Sick Leave: Accrued at 10 hours per calendar month.
  • Holidays: 12 official holidays per year
  • Retirement: CalPERS: For classic members 2% @ 55 formula and the agency will pay 5% of the employee’s 7% contribution to CalPERS. For all others, subject to the provisions of AB340 with a 2%@ 62 formula
  • Retiree health through the Agency upon completion of ten (10) years of service credit with the Agency and retirement from CalPERS. The Agency’s present contribution for each annuitant, including enrollment of his/her family members, is a maximum of $1,850 per month.
  • Deferred Compensation: Voluntary participation in Agency Plans. The Agency will contribute 7.65% amount towards the plan.
  • Life Insurance: $100,000
  • Health Reimbursement Account (HRA) with Agency contribution of $600/year for 2024
  • Flexible Spending Medical / Dependent Care Accounts available with pre-tax payroll contributions
  • Educational/training tuition reimbursement available

Established in 1959, the Yuba Water Agency is a stand-alone public agency governed by a board of seven elected officials to serve the people of Yuba County. The Agency owns and operates the Yuba River Development and Narrows 1 Projects, which includes New Bullards Bar, Log Cabin, and Our House dams. Water released from New Bullards Bar travels to the New Colgate and Narrows I and II powerhouses, where it is used to generate renewable, carbon-free electricity. Nestled in the beautiful foothills of the Sierra Nevada mountains, the Yuba River Development Project significantly reduces flood risk and ensures a reliable water supply for the people of Yuba County.

Agency Government
The Agency is governed by a seven-member board of directors made up of the five Yuba County Board of Supervisors and two members at large. The Board meets on the 1st and 3rd Tuesday morning of every month.
