East Bay Municipal Utility District’s (EBMUD’s) Water and Natural Resources Department is seeking a highly qualified individual with exceptional technical, interpersonal, and communication skills. The position of Water Resources Planning Division Manager reports to the Director of Water and Natural Resources and is responsible for leading EBMUD’s water resources programs and for extensive interaction with other interested organizational units, outside agencies and public groups. The sections within the division include Water Resources Projects, Water Rights and Proceedings, and Water Supply Systems Modeling. The Water Resources Planning Division holds the primary responsibility for management and protection of EBMUD’s water rights and entitlements which are the essential foundation of EBMUD’s water supply. Activities of the division require a detailed, deliberative, and long-term focus.

The manager leads a division of approximately 15 staff responsible for:

  • Maintaining and protecting EBMUD’s water rights and contracts.
  • Evaluating EBMUD’s long-term water supply needs and options and near-term operational plans by developing and using hydrologic modeling tools.
  • Maintaining and coordinating EBMUD relations with the U.S. Federal Energy Regulatory Commission and the California State Water Resources Control Board.
  • Preparing reports for submittal to regulatory entities.
  • Providing substantial contributions to the planning and development of water supply projects to meet EBMUD’s future needs.

An ideal candidate will have:

  • Proven supervisory and management abilities.
  • Technical background and desirable experience related to water resource planning and related state and federal regulations.
  • Understanding of legal and biological elements of water resources management.
  • Extensive experience dealing with regulatory and resource agencies and representing agency interests on contentious issues.
  • Superior written skills to prepare reports and other written communications.
  • Exceptional oral communications skills for presentations and effective interpersonal contact.
  • A perceptive and effective approach to problem solving.
  • Strong leadership, teambuilding and analytical skills.

The annual salary is $171,420 up to $247,608. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($222,852 per year).

  1. Bachelor’s degree in a civil, mechanical or electrical engineering curriculum which is accredited by the Accreditation Board for Engineering and Technology (formerly known as the Engineers’ Council for Professional Development) or a California Engineering Training Certificate.
  2. Two years of engineering experience which included responsibility for either (a) supervising an engineering section, which included regularly directing the work of other professional engineers or (b) performing engineering work at a level comparable to or higher than EBMUD’s Senior Engineer classes.
  3. California State Registration as a Professional Engineer.

Must possess a valid California driver’s license and have a satisfactory driving record.
