Description

CWA is a nonprofit association formed to provide a forum for collaboration and resources for investor-owned water utilities (IOUs) in California. CWA has about 35 dues-paying member companies, but it represents the interests of the 93 drinking water utilities regulated by the California Public Utilities Commission. CWA hosts two conferences annually.

CWA has a 14-member Board of Directors (plus alternates), who are elected by the other Board Members at their annual meeting, and serve 2-year terms. CWA’s FY2019-20 budget is $2.1 million.

The Executive Director must possess an extensive understanding of traditional rate-of-return regulation by public utility commissions, and utility finance, including cost-of-capital. S/he should be familiar with utility operations, customer needs, media communications, water quality regulations, and grant and loan opportunities, as well as have a thorough grounding in California water policy. Must have a passion for drinking water in California and especially the customer and employee needs of drinking water utilities.

Requires a relevant bachelor’s degree; a graduate degree is preferred. A minimum of ten years of senior level management experience in the U.S. regulated utility industry is preferred, including regulatory affairs and/or accounting and financial management. State or national association experience would be a plus.

The selected candidate will serve as an independent contractor consultant to CWA. As such, this person will either be self-employed or employed by a separate consulting or management firm. Competitive compensation to be negotiated, DOQ. It is likely that the next Executive Director will need to reside within reasonable commuting distance between Sacramento and San Francisco.
