THE POSITION

The General Manager performs a wide array of duties including planning, organizing, directing, and reviewing the overall administrative activities, water systems operations, and fiscal responsibilities of the District; providing advice and assisting the Board; and representing the District’s interests at local, regional, state, and federal level meetings and with the public.

The job requires a collaborative, experienced professional who will strengthen the District’s culture of teamwork, accountability, innovation, empowerment, and service to its customers. This position participates in all Board meetings, and leads the District’s strategic initiatives, planning, policy principles, and regulatory and legislative matters.

The new General Manager will be charged with ensuring an engaged and well-informed community. Some of the top priorities for the incoming General Manager include strengthening staff and capacity, managing sewer system initiatives, and prioritizing District projects.

Current and future projects include:
• Desalter Pilot – The District has an opportunity to lead a desalter project for the area.
• New Castroville Sign – Manage the development and installation of the city’s new sign.
• Funding Streams – The District is dedicated to pursuing funding opportunities to accelerate infrastructure and other projects.
• Community Engagement – The District is committed to encouraging community engagement and communication regarding its services.

Qualifications
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
• A bachelor’s degree from an accredited four-year college or university in public or business administration, engineering, law or a closely related field; AND
• At least five years of experience in a public agency management position responsible for the formulation and implementation of programs, budgets and administrative operations with a public works agency, water resource, or water utility.

Often celebrated as the “Artichoke Capital of the World,” this unincorporated community is a hub of vibrant, green artichoke fields, giving it a unique character. Positioned at the base of the Salinas Valley in Northern Monterey County, Castroville is conveniently situated about 104 miles south of San Francisco and halfway between the coastal cities of Monterey and Santa Cruz. Major highways 183 and 156 provide easy access to this agricultural gem, which offers a warm and welcoming atmosphere despite its small size.
