REPORTING RELATIONSHIP:
Reports to: Assistant Director of Operations & Maintenance
Supervises the following positions: Subordinate supervisory staff

DEFINITION: Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the District’s potable domestic water system; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to Assistant Director Of Operations and Maintenance, in areas of expertise; and performs related work as required.

CLASS CHARACTERISTICS: This is a management classification responsible for planning, organizing, and managing the staff, operations, and activities of the Domestic Division. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include division budget administration, program evaluation, and recommendation and implementation of policies, procedures, goals, objectives, priorities, and standards related to domestic water distribution system. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

EXAMPLES OF TYPICAL JOB FUNCTIONS:
1) Plans, manages, and oversees the daily functions, operations, and activities of the Domestic water distribution system; ensuring safe potable water distribution and investigating all domestic water related issues.
2) Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
3) Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
4) Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
5) Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with District specifications and service quality.
6) Plans and directs the activities of the domestic water distribution system, including chemical feeding equipment and ensures supervisory control and data acquisition (SCADA) is alerting the operators any potential problems; ensures the state permitted drinking water system maintains compliance for the health and safety of the community.
7) Plans, organizes, and manages the Emergency Response functions.
8) Provides key leadership to the Asset Management Program for the Domestic Water System.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a High School Diploma and Possession of a Foundational Leadership Certificate; or a minimum of 12 credit hours/units of Supervision/Managerial/Leadership courses from a CVWD approved program.

Experience: Six (6) years of increasingly responsible experience in operations, maintenance and construction of large public works infrastructure, four (4) of which should be in a program management capacity.

Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment. Possession of a Grade D4 Water Distribution Operators Certificate, issued by the State Water Resource Control Board, to be maintained throughout employment.
