Job Duties

  • Installs, tests, replaces and repairs all District backflow devices and records/enters required information in SwiftComply or similar tracking system.
  • Performs, reviews, and approves cross-connection control hazard assessments. Documents hazard assessment findings in a GIS-based or similar tracking system.
  • Monitors, maintains, and supports the backflow compliance program in accordance with District and local health agency standards. Issues written and verbal notices for overdue testing sites, delivers final notices, makes recommendations for and performs service interruptions for non-compliant sites.
  • Installs, reads, removes, repairs, replaces, inspects, and tests potable and recycled water meters from three-quarter (3/4) to ten (10) inches in size.
  • Responds to customer calls regarding backflow compliance, water meter leaks, pressure problems, cross-connection regulations and other related concerns.
  • Performs cross-connection control-related shutdown testing for sites with an auxiliary water source.
  • Inspects existing sites for compliance with the District’s and local health agency standards.
  • Assists in the performance of public outreach campaigns focused on customer education related to backflow types and prevention methods.
  • Identifies and issues notices to sites where a backflow prevention assembly is required and tracks pending sites to assure compliance with installation timelines.
  • Regularly reviews county records of private wells. Updates District records of wells accordingly. At metered sites, confirms that the site backflow devices are tested at least annually and performs inspections to determine if the site is interconnected.
  • Assists with the development, updating, and implementation of the District’s Cross-connection Control Plan and the District’s Code of Ordinances sections related to cross-connection control.
  • Investigates, documents and reports on the occurrences of cross-connections or backflow- related events. Assists in the reporting of backflow incidents to the State Water Resources Control Board (SWRCB).
  • Acts as a liaison with other local agencies representatives, including San Diego County Department of Environmental Health and Quality (DEHQ), local law enforcement, local fire agencies, building inspectors, city and county officials regarding cross-connection prevention.
  • Performs or participates in new tester open enrollment training sessions and webinars.
  • Assists other departments as needed with emergency and non-emergency shutdowns.
  • Identifies and recommends opportunities for improvement.
  • Operates a District vehicle as required in performance of assigned job.

Required Licenses and/or Certifications

  • A valid California Driver’s License.
  • A valid Backflow Prevention Assembly General Tester certification issued by the American Water Works Association Backflow Prevention (AWWA) or American Backflow Prevention Association (ABPA).
  • A valid Cross-Connection Control Program Specialist Certification issued by the American Water Works Association Backflow Prevention (AWWA) or American Backflow Prevention Association (ABPA).
  • A valid Water Distribution Operator Grade II issued by the California State Water Resource Control Board is required within two (2) years of appointment.

Experience & Education Requirements

Experience

  • Two (2) years of experience in repairing and testing backflow prevention devices of three-quarter (3/4) to ten (10) inches in size.
  • Must have experience in using a computerized backflow compliance program including issuing notices, overseeing compliance, inspecting new and replacement assemblies, and turning off non-compliant sites.

Education

High school diploma or G.E.D.

  • This position will be subject to random drug testing during employment.
  • This is an hourly, non-exempt position.
