The Water Operations Manager is an integral part of CCWD’s water operations activities and serves as liaison with other utilities and regulatory agencies. The position is responsible for a $30M budget and a strong and capable team of 50 FTE with oversight of three water treatment plants and water distribution serving a population of over 500,000. Specifically, the position manages the operations of the water treatment facilities, laboratory, and chemical/microbiological testing for water quality functions; controlling the water quality aspects of the distribution system up to the customer’s tap; conducting applied research, as well as directing and monitoring various water quality programs. The Water Operations Manager develops policies and procedures to ensure that all water quality activities follow applicable laws; regulations; policies, procedures, and quality assurance standards. In addition, the position manages CCWD’s water supply function from raw water pumping, storage, conveyance, and treated water pumping, storage and distribution using the District’s SCADA system. With a CIP budget over $1B, upcoming projects on the horizon include aging infrastructure rehabilitation, a canal replacement program, maintenance programs and regulatory development. THE IDEAL CANDIDATE The ideal candidate will be a strong communicator with the ability to distill complex technical information into easy-to-understand terms for a wide array of audiences. The successful candidate will bring a combination of professionalism and approachability to the position as well as the ability to provide the necessary team-building skills for an experienced and highly effective team. They will bring the expertise to address the challenges of an aging infrastructure as well as oversight of canal replacement and maintenance programs. Experience Highly qualified candidates will possess seven years of increasingly responsible experience in a water utility operations environment, including four years of administrative or managerial responsibility in a water operations and treatment. Certification Possession of certification as a Grade 5 California Distribution Operator and/or Grade 5 California Water Treatment Operator is required. Education Training equivalent to a Bachelor’s degree from an accredited college or university with major course work in engineering, environmental science/engineering, or a related field is also required. A Master’s degree in a similar field is highly desirable.
