Sacramento – Timothy Quinn, executive director of the statewide Association of California Water Agencies (ACWA), issued the following statement today in response to Gov. Jerry Brown’s signing long-term water-use efficiency bills AB 1668 (Friedman) and SB 606 (Hertzberg) into law:

“ACWA member agencies have been on the forefront of water-use efficiency efforts for decades and were active in the development of conservation legislation this session. We advocated for key amendments to these bills and, although not all of them were accepted, the final legislation is much improved compared to the initial drafts.

“Regardless, with the passage and signing of these bills, we can now check the box next to ’conservation is a way of life‘ in California and take another key step in implementing the Governor’s California Water Action Plan.”

AB 1668 and SB 606 require the State Water Resources Control Board and the California Department of Water Resources to adopt water-use efficiency regulations, outline reporting requirements for urban water suppliers, and specify penalties for violations.

SB 606 also contains distinct provisions on water shortage planning and water loss reporting for urban wholesale water suppliers and establishes a bonus incentive for potable reuse water.
