Deadline Approaching For Advanced Clean Truck Regulation Reporting by ACWA Staff Feb 26, 2021 Water News ACWA member agencies that meet certain criteria will likely need to comply with a one-time reporting requirement under the California Air Resource Board’s (CARB) Advanced Clean Truck Regulation. Adopted last year, the reporting requirement is for large entities that operate dispatch vehicles greater than 8,500 lbs. Although the regulation has not yet been approved by the Office of Administrative Law, it is currently on schedule for approval prior to the April 1 reporting deadline. Entities may voluntarily report information before the deadline. The regulation will apply to ACWA member agencies that operated a facility in California in 2019 and meet any of the below criteria as outlined by CARB: Had gross annual revenues greater than $50 million in the United States for the 2019 tax year, including revenues from all subsidiaries, subdivisions, or branches, and had one or more vehicles over 8,500 lbs. GVWR under common ownership or control that were operated in California in 2019; or Any fleet owner in the 2019 calendar year that had 50 or more vehicles over 8,500 lbs. GVWR under common ownership or control; or Any broker or entity that dispatched 50 or more vehicles over 8,500 lbs. GVWR into or throughout California, in the 2019 calendar year; or Any California government agency including all state and local municipalities that had one or more vehicles over 8,500 lbs. GVWR that were operated in California in 2019; or Any federal government agency that had one or more vehicles over 8,500 lbs. GVWR that were operated in California in 2019. CARB will use the data collected to understand how vehicles are being operated by individual fleets and entities to help accelerate a large-scale transition to zero-emission medium-to-heavy-duty vehicle fleets. CARB intends to use this fleet data to inform its Clean Fleet Rule, which will impact public fleets including ACWA members. In addition, ACWA has formed a Clean Fleet Working Group and will continue to engage in this issue and keep members apprised.
