Donna Silva, Director of Finance, San Juan Water District

1. Describe your job.

My job is to ensure the financial health and integrity of San Juan Water District on behalf and for the benefit of our rate payers. I am in charge of the finance and human resources functions, and help provide a positive work environment for employees.

2. What do you like best about your job?

What I love best is that I work for a special district. I have a lot of experience working for cities and, when you’re there, you’re usually spread thin amongst a lot of different departments, from fire and police to public works. Working for a special district allows you to focus on one area and do it really well. You have the opportunity to provide the right level of service to your customers. That is what I am most passionate about.

3. How did you get into the water industry?

My first exposure to the water industry was at the City of Rio Vista, where they had groundwater only. From there, I went to the City of Rancho Cordova where water was provided by private companies. I was at the City of Rancho Cordova for eight years before I took the opportunity to work at San Juan.  I was ready for a new challenge and it felt a little pre-destined. I would drive by San Juan on my way to work every day and I used to think, “someday I will work there.” I wanted to work at a special district and especially a water district. It was fate.

4. What is something unique about yourself?

This is kind of funny. I work in finance, but I don’t consider myself much of a numbers person. I am better at English, writing and critical thinking. Thank goodness for calculators and Excel spreadsheets!  It is a unique skill set in a finance director that results in improved financial communication both within the organization and to the public in general. 

5. What is your favorite sports team?

When it comes to sports, I like whatever team one my children is on. (Proud mom over here.)
