Webinar Examines Stormwater Stewardship by Pamela Martineau Oct 11, 2017 Water News Sen. Bob Hertzberg (D-Van Nuys) and the Water Foundation are sponsoring a webinar Oct. 17 at 10 a.m. on SB 231 to answer questions about implementation strategies and understanding the risk of litigation from opponents. The webinar is titled: “Getting it right: Stormwater Stewardship.” Under Proposition 218, local governments must hold an election to raise taxes and fees with a few exceptions. Those exceptions include fees for essential services such as “sewer, water and refuse collection.” SB 231 provides clarification that the definition of “sewer” includes both sanitary and stormwater services, which is in line with other statutes, court opinions, and dictionary definitions of that term. It also provides a contemporaneous interpretation within Proposition 218. The webinar will feature the author of SB 231, along with some leading thinkers in the field. Speakers include: Sen.
