PWD Engineering Manager Scott Rogers Promoted to Assistant GM by Palmdale Water District Oct 1, 2024 Member Submitted News PALMDALE – Palmdale Water District (PWD) is pleased to announce that Scott Rogers has been promoted to Assistant General Manager after five years as PWD’s Engineering Manager. Rogers has 31 years of experience in both the private and public sectors of the water industry. A licensed Professional Engineer, he has been instrumental in leading the District’s Capital Improvement Projects, managing engineering programs and successfully obtaining more than $30 million in grants. Most notable is his lead role in Pure Water Antelope Valley, PWD’s upcoming advanced water purification project that will clean recycled water for potable use to ensure future water supply. “The District is very fortunate to have Scott in this vital role,” said PWD General Manager Dennis D. LaMoreaux. “He has successfully managed multiple projects and is dedicated to the customers and staff.” As the Assistant GM, he oversees the Information Technology, Operations, Engineering, and Facilities departments. The four departments have about 50 employees. He also serves as PWD’s second-in-command behind LaMoreaux. “I am excited to continue leading a great team at PWD and working to make certain that we meet our mission to provide reliable, clean water to our customers,” Rogers said. “It is a great honor to be given the opportunity to help guide the 106-year-old District at a time when water supply and water quality challenges are a constant reality.” Prior to PWD, the Washington state native worked as the Operations Manager/Senior Associate for New York-based Hazen & Sawyer’s Palm Desert office. His water experience for public agencies includes serving as the Utilities General Manager for the city of Coachella, Manager of Engineering/Water Quality for the city of Indio and Senior Engineer for the Riverside Public Utilities. He worked for two Seattle engineering companies before moving to California in 2009 when he landed a job at California American Water in Monterey. Rogers has a Bachelor of Science in Mechanical Engineering from Washington State University and a Master’s in Business Administration from the University of Redlands. He is licensed by the states of California, Washington and Hawaii as a mechanical engineer. Rogers replaces former Assistant GM Adam Ly, who left PWD this summer.
