Subject: Pay Now or Pay Later — Understanding the challenges of water financing, what investments are necessary, and exploring policy levers for managing the cost of water in the era of climate uncertainty

Letter excerpt:

The Association of California Water Agencies (ACWA) appreciates the Committees’ decision to convene this informational hearing on water financing and affordability. Examining the investments necessary to sustain California’s water systems—and the consequences of delaying those investments—is an important and timely discussion. ACWA represents approximately 470 public water agencies that collectively deliver 90 percent of the water used by Californians. These agencies are on the front lines of the state’s most pressing water challenges. As communities face aging infrastructure, growing climate-related risks and increasing pressure on household water bills, it is critical to consider how California can meet its long-term water needs while keeping essential water service affordable.
