The Association of California Water Agencies (ACWA) respectfully submits comments regarding the U.S. Army Corps of Engineers’ (USACE) interim final rule to modify regulations implementing the National Environmental Policy Act (NEPA). ACWA supports USACE efforts to develop a coordinated, consistent, predictable, and timely NEPA processes, but encourages USACE to do so in a manner that meets the nation’s water management needs.
