The Association of California Water Agencies (ACWA) respectfully submits comments regarding the U.S. Army Corps of Engineers (USACE) proposed rule regarding its Nationwide Permit (NWPs) Program.1 ACWA appreciates USACE’s efforts to streamline permitting for water infrastructure projects and encourages these activities be regulated in manners that do not adversely impact water quality, supply, and affordability.
