The Association of California Water Agencies (ACWA) respectfully submits comments regarding the U.S. Department of Agriculture’s (USDA) interim final rule to modify regulations implementing the National Environmental Policy Act (NEPA).1 ACWA supports USDA efforts to develop a coordinated, consistent, predictable, and timely NEPA process, but encourages USDA to do so in a manner that meets the nation’s water management needs.
