The Association of California Water Agencies (ACWA) respectfully submits comments regarding the U.S. Department of the Interior’s (DOI) interim final rule to modify regulations implementing the National Environmental Policy Act (NEPA). ACWA supports DOI efforts to develop a coordinated, consistent, predictable, and timely NEPA processes, but encourages DOI to do so in a manner that meets the nation’s water management needs.
