The Association of California Water Agencies (ACWA) respectfully submits comments regarding the U.S. Environmental Protection Agency’s (EPA) and U.S. Army Corps of Engineers (USACE) (collectively “the agencies”) updated definition of “waters of the United States” (WOTUS).1 ACWA appreciates the agencies’ progress and supporting materials2 to develop a durable definition of WOTUS to meet the nation’s water supply and quality needs. ACWA’s recommendations are discussed below.
