The Association of California Water Agencies (ACWA) and the California State Association of Counties (CSAC) appreciate the Governor’s proclamation of a State of Emergency on September 21 due to the developing 2026-2027 El Niño event to better prepare the state in advance of potential flooding this winter. This proclamation is an important step towards strengthening the state’s preparedness and reflects priorities that were detailed in a September 9 CSAC-led coalition letter, which urged immediate state action to help local agencies prepare for the impending 2026-27 winter storm season.
