Job Description

The Alameda County Water District, in Fremont, California, is seeking an exceptionally talented and experienced engineer to apply and further develop their technical design knowledge and broaden their project management and leadership skills. The Electrical Engineer will have the opportunity to perform a variety of engineering assignments related to electrical power distribution and control systems on a wide range of water utility infrastructure capital projects including pumping stations, water treatment plants, tank and reservoir facilities, fish passage facilities, electrical utility systems, and process control systems.

Although not required, the ideal candidate is licensed in the State of California as a Professional Electrical Engineer. Preferred expertise includes planning, design and construction of industrial medium and low voltage electrical power systems, Programmable Logic Control (PLC) control systems, and Supervisory Control and Data Acquisition (SCADA) systems, preferably with a focus on potable water distribution and treatment facilities and processes; public contracting, and experience working with regulatory agencies and the public. The Electrical Engineer must possess a detailed knowledge of the National Electric Code (NEC).

Essential duties include:

  • Project management for all phases of capital projects including planning, feasibility evaluation, alternatives analyses, economic lifecycle cost analysis, design, hydraulic modeling, preparing contract documents, environmental permitting and construction of water production, treatment and distribution system facilities;
  • Preparing engineering designs and calculations, construction drawings and technical specifications to ensure compliance with codes, standards and project requirements;
  • Administering and managing various contractor and professional services contracts;
  • Assisting in the preparation of the Capital Improvement Plan (CIP) by identifying capital projects and preparing project justifications and budgetary estimates;
  • Assembling data and assisting in the preparation of reports on special engineering projects;
  • Driving consensus by working across multiple groups by setting clear agendas, leading meetings, and establishing priorities;
  • Conducting studies and investigations of engineering problems of moderate difficulty and complexity;
  • Preparing a variety of bid documents, including advertisements for bids, instructions to bidders, detailed specifications and contract bonds; reviewing and analyzing bids for conformance with specifications and for approval of final award;
  • Conducting meetings and public hearings; making presentations to staff, committees, boards, approval agencies and the general public;
  • Prioritizing, planning, organizing and coordinating project activities and accomplishing project objectives and goals;
  • Coordinating engineering and construction activities with various District departments and external stakeholders.
    Engineer II (Electrical) is the intermediate level in the engineering (Electrical) series within the Project Engineering Division. Under general supervision of the Project Engineering Supervisor, within a framework of established policies and procedures, incumbents perform a variety of engineering and administrative tasks of moderate difficulty requiring the use of some independent judgment and action. Assignments are given in general terms and are subject to periodic review while in progress and upon completion.

Ideal Candidate will also:

  • Possess at least five (5) years of experience in design and construction of capital improvement projects for water utilities.
  • Possess strong problem solving and decision-making skills.
  • Possess strong verbal and written communication skills.
  • Be a collaborative and supportive team player who can also effectively work independently.
  • Demonstrate initiative and be a self-starter, with strong project management skills and a proactive approach to addressing issues and finding creative solutions.

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

  • Education: A Bachelor’s degree in an engineering curriculum which is accredited by the Engineers’ Council for Professional Development, or a California Engineer-In-Training Certificate, and;
  • Additional Requirements: Must possess a valid California Driver’s license and a satisfactory driving record, and;
  • Experience: Knowledge of: Electrical engineering principles, terms and practices, engineering analysis and design and cost estimating methods; applicable specifications, and codes. Skill and ability to: apply general engineering principles to the solution of engineering problems; read, interpret and prepare engineering calculations, drawings, details, maps, graphs and compilations of numerical data; direct the work of a small group of employees of diverse field and engineering disciplines; use job-related computer software; write memos, letters and technical reports which are clear and concise; and communicate effectively with technical and non-technical persons.
