GENERAL MANAGER

GENERAL DEFINITION: Under the general direction of the Board of Directors, the General Manager serves as the Chief Officer of the Company, and directs the activities and operations of all aspects of Company business; represents the Company and coordinates Company business with various programs, agencies, officials, and governmental bodies; and performs other related duties as necessary or as directed by the Board of Directors.

CLASSIFICATION: Exempt/At-Will

SUPERVISION RECEIVED / EXERCISED: Receives general direction from the Board of Directors; exercises direct and indirect supervision over all employees of the Company.

ESSENTIAL FUNCTIONS: The essential functions performed by the General Manager include, but are not limited to, the following:

  • Effectively oversees and manages both the distribution and production operations and the office and administrative operations.
  • Directly supervises the Superintendent and the Office Manager, and evaluates their performance.
  • Prepares monthly agendas for the Board of Directors meetings; attends all Board of Directors meetings and makes reports to the Board of Directors regarding all aspects of Company operations, as well as the latest water and local news; keeps the Board of Directors advised of financial conditions, program progress, and present and future needs of the Company; provides advice and consultation to the Board of Directors on the development and implementation of Company programs and services.
  • Directs the implementation, maintenance, and enforcement of Company personnel policies and practices; reviews daily time entry of all employees for payroll entry; prepares annual wage surveys and makes recommendations for salary increases to the Board of Directors; oversees the hiring process for all positions and evaluates all hiring recommendations from the Office Manager and Superintendent.
  • Confers with the Board of Directors, Superintendent, and Officer Manager concerning administrative or operational problems, work plans, strategic plans; makes appropriate decisions or recommendations; oversees the preparation and implementation of long-range plans for the Company.
  • Conducts annual water rate survey and prepares annual budget for all aspects of the Company’s operations.
  • Performs daily system inspections.
  • Reviews Bac-Tee, Title 22, UCMR, TTHM, Haloacetic acids, PFOA and PFOS, and all current and future sampling requirements and results.
  • Represents the Company in meetings with developers and the City of Montebello regarding water supply for projects; attends and represents the Company at all necessary meetings, including but not limited to, Central Basin Water Association (CBWA) meetings, Replenishment Assessment (RA) reallocation meetings, Water Replenishment District of Southern California (WRD) board and committee meetings, Whittier Water and Sewer Committee meetings, California Association of Mutual Water Companies (CAMWC) meetings, Joint Powers Risk and Insurance Management Authority (JPRIMA) meetings, and San Gabriel Valley Protective Association (SGVPA) meetings; and attends and represents the Company at all necessary inspections, including, but not limited to, quarterly County dumpsite inspections, annual RWQCB dumpsite inspections, and California Department of Water Resources Division of Drinking Water (DDW) system inspections.
  • Makes arrangements for the purchase and leasing of water rights and pumping rights.
  • Prepares all necessary reports on behalf of the Company, including, but not limited to, Consumer Confidence Reports (CCR), Stage 2 Disinfectants and Disinfection By-Products (DDBP), emergency response plan, vulnerability assessment plan, hazardous materials business plan, drinking water source assessment and protection plan, South Coast Air Quality Management District (SCAQMD) annual emissions report, and the County fire department hazardous material plan.
  • Oversees the SCADA System project; preparation and maintenance system mapping in AutoCAD, and all Company projects.
  • Oversees the preparation and maintenance of the geographic information system mapping (GIS) and atlas maps.
  • Oversees the preparation and maintenance of the water system computer hydraulic model.
  • Reviews all future system improvement projects.
  • Performs all other duties necessary for the position and/or prescribed by the Board of Directors.

PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS: Position requires sitting, standing, walking, bending, squatting, twisting, kneeling, and climbing. The need to lift and carry items weighing up to twenty-five (25) pounds is required. The incumbent may also be required to lift or carry items weighing up to fifty (50) pounds on a less frequent basis. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard. The position requires both near and far vision in reading written reports and work-related documents, and conducting inspections as need. Acute hearing is required when providing phone and personal service. The position also requires the ability to verbally communicate when providing phone and personal service. The nature of the work also requires the ability and legal authorization to drive motorized vehicles. Position requires being present in person during regular business hours, to the maximum extent possible, and therefore, the position requires reporting to work when necessary for Company operations, regardless of regularly scheduled hours, scheduled vacation leave, or holiday, to the extent such presence is reasonably possible. Position may occasionally involve high stress situations requiring decisive and effective action.

Additionally, the incumbent may be exposed to hazardous materials (including chlorine), loud noise, confined spaces, machinery, and electric current. The nature of the work may also require that the incumbent climb ladders and work above and below ground level.

QUALIFICATIONS: The following are the minimum qualifications for entry into the position of General Manager:
Education / Experience: A high school diploma or GED bachelor of science degree in engineering or a related field plus five years of managerial experience at a water agency is required. A high school diploma plus 15 years of prior satisfactory experience as a water system manager may be substituted for the bachelor of science degree. Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a General Manager. Prior supervisory experience is desired.

Licenses / Certificates:

  • Possession of, and ability to maintain, a valid California Class C Drivers License.
  • Possession of, and ability to maintain, a Water Distribution Operator “Grade D3” Certification is required.

KNOWLEDGE / ABILITIES / SKILLS: The knowledge, abilities, and skills necessary to perform the essential duties of the position of General Manager include, but are not limited to, the following:

Knowledge Of: All operational and administrative aspects of a mutual water company; Regulations and procedures regarding the issuance of water stock; Water hydraulics, including pumps, wells, reservoirs, and piping; Water production operations and maintenance; Water distribution operations and maintenance; Leasing of water in the Central Basin; applicable federal, state, and local laws, statutes, and regulations, and their individual reporting requirements; Sound fiscal policies; Effective supervisory techniques; Methods and techniques of scheduling work assignments; Basic principles of mathematics; Standard office procedures, practices, and equipment; Methods and techniques for recordkeeping and report preparation and writing; Proper English, spelling, and grammar; Occupational hazards and standard safety practices.

Ability To: Oversee all aspects of operations and administration of a mutual water company, including both water distribution and production operations and office and administrative operations; Effectively supervise, directly or indirectly, all Company employees; Prepare the Company’s budget, water rate survey, and wage survey; Prepare reports for the Board of Directors and outside agencies; Act as the Company’s representative at all necessary meetings or inspections; Prepare necessary reports; Analyze complex issues and develop and implement and appropriate response; Follow and deliver written and oral directions; Observe safety principles and work in a safe manner; Communicate clearly and concisely, both orally and in writing, with employees, customers, vendors, water purveyor community, and the Company Board; Establish and maintain effective working relationships.

Skill To: Operate an office computer and proficiently use word processing, spreadsheet, and other necessary programs; Operate the Supervisory Control and Data Acquisition (SCADA) system.
