Salary: $9,072.27 – $11,616.80 Monthly

This position supports the Operations and Maintenance (O&M) Divisions of the Water Utility Enterprise, which is primarily responsible for carrying out the core services related to providing reliable, clean water supply for current and future generations. The O&M Divisions operate the treatment plants that treat and deliver the water as well as the raw water systems that import the water into the county. The Senior Management Analyst supports a variety of functions within these divisions that are related to water supply contracts, procurements, management of emergency operations as well as budget management for the Divisions. Key Responsibilities include, but are not limited to:

  • Provide subject matter expert expertise in contracts to District staff seeking guidance. Review and analyze the divisions goals; objectives, policies, procedures and priorities. Monitor and evaluate the efficiency and effectiveness of program services and service delivery methods and procedures. Assess program needs, recommend modifications for improved efficiency; incorporate modifications as approved and appropriate.
  • Review, interpret and prepare written analysis of highly confidential policies, procedures, contracts, legal documents and determine compliance and conformance with policy, legal and regulatory requirements as assigned.
  • Conduct research and prepare written correspondence, reports, strategic plans, Board Agenda items, policies, procedures, finding and gap analysis, memos, presentations, schedules, project plans as assigned.

Ideal Experience:

Five (5) years of experience performing administrative, operational, management, or financial analysis of complex issues including:

  • Drafting, administering or enforcing public contracts or contracts in the water industry.
  • Leading meetings and presenting information to elected officials such as the Board Members.
  • Administering or coordinating environmental programs such as outreach programs or water conservation programs.
  • Experience in developing and managing a budget.
  • Experience in a Water Utility managing water retailer agreements or consultant contracts.

Ideal Knowledge:

  • Principles and practice of report writing, interpreting and analyzing.
  • Principles of budget preparation, analysis, forecasting and control.
  • Knowledge of Water retailer contracts and agreements.
  • Knowledge of Public agency guidelines related to communications, transparency, internal admin policies such as travel, budgeting etc.

Ideal Skills and Abilities:

  • Strong analytical abilities.
  • Effective communication skills.
  • Ability and judgment to flag and highlight to management sensitive issues with retailers and contractors.
  • Ability to synthesize complex and diverse information into key messages and summary statistics.
  • Ability to prioritize and reshuffle workload to manage key deadlines.
  • Ability to gather diverse technical information from various partners and sub-committees and condense into clear and organized meeting agenda packets.
  • Problem solver that works collaboratively to identify solutions.
  • Expertise in Microsoft Excel and PowerPoint.
  • Ability to synthesize and run reports off databases such as PeopleSoft, Oracle based databases, financial or HR systems.

Ideal Training and Education:

Bachelor’s degree in Public Administration, Economics, Environmental Science or Financial Accounting.

License or Certificate:
