Rainbow Municipal Water District is hiring a Design Engineer to help us build something that doesn’t exist yet at Rainbow Water: an in-house CIP program for projects like pipeline replacements, large wastewater projects, and pump station upgrades. You’ll also review private development plans for standards compliance.

We’re a small, agile agency (58 staff) serving Rainbow, Bonsall, and portions of Fallbrook, Oceanside, and Vista in northern San Diego County. We move fast here — three pump stations from bid to built in 10 months — and we need someone who can keep up the pace.

Over the next three years we’re phasing in a dedicated in-house CIP construction crew. This hire comes first: you’ll map alignments, run hydraulic models, and build a pipeline of shovel-ready projects in AutoCAD Civil 3D — then become the crew’s direct engineering partner once they’re active.

This role is designed to meet you where your experience fits: Assistant, Associate, or journey-level Engineer, with room to grow. The most important thing is that you love hands-on design work and are eager for a wide breadth of experience rather than deeply siloed work.

  • Assistant Engineer ($115,289–$161,405): BS in Civil/Mechanical Engineering required; EIT strongly preferred.
  • Associate Engineer ($126,818–$177,545): 2–5 years water utility design experience; BS required; EIT required; PE strongly preferred.
  • Engineer ($139,500–$195,300): 5+ years water utility design experience; BS required; CA PE required.
