ACWA’s Legislative Symposium has been an annual event engaging water district directors, general managers, attorneys, and staff from across California with up-to-date information on critical water policy issues.

The program will start at 1:00 p.m. to 5:00 p.m. followed by a networking reception from 5:00 p.m. to 7:00 p.m.

Topics of Discussion

Infrastructure Permitting

As the wets get wetter and dries get drier, we must identify opportunities to streamline the regulatory permitting process so that critical infrastructure projects are built at the pace and scale needed to prepare for climate change. This panel will discuss ACWA’s sponsored bill, SB 23 (Caballero), which intends to expedite the permitting process for water supply and flood risk reduction projects.

Infrastructure Funding

Adapting to California’s changing climate will take a generational investment in water infrastructure. This not only includes creating more above and below-ground storage, but also diversifying water supplies through desalination and recycling, as well as improving flood protection and dam safety. This panel will focus on infrastructure investment, where funding might come from, and how it should be spent.

What is the current health and safety information?
  • In accordance with the Sacramento County local health guidelines, proof of vaccination or negative COVID test are not required to participate in conference activities.  ACWA is expecting around 100 attendees indoors.
  • Attendees are not required to wear masks indoors.  Attendees are encouraged to determine their own personal level of comfort.
  • Masks may be required on public transportation or ride sharing such as Uber and Lyft.
  • Some area restaurants and attractions, such as museums, may require masks indoors or outdoors, and/or proof of vaccination or negative COVID test. Attendees are encouraged to confirm requirements accordingly.
  • Social distancing is not required though health & safety will continue to guide ACWA’s planning objectives.
  • ACWA will notify attendees of health & safety requirement changes accordingly.

What is the cancellation policy?

Cancellation deadline is March 15, 2023 at 4:30 pm (PT).

All registration changes and cancellations must be made in writing by the event registration deadline. Valid cancellation requests will receive a refund of any registration fees paid minus a $50 processing charge. For payments originally made by credit card, refunds can be issued back onto the credit card within 60 days. Otherwise, a refund will be issued by check. No refunds or registration changes will be granted after the registration deadline. Submit request in writing to Teresa Taylor at TeresaT@acwa.com.
