SB 223 was amended on April 5 following concerns raised by the Association of California Water Agencies (ACWA) and others. While we appreciate Senator Dodd’s willingness to have conversations about the bill, the recent amendments do not moderate our opposition as SB 223 still poses significant concerns for public water agencies.
