The Association of California Water Agencies (ACWA) writes to clarify our concerns regarding the “INVEST in America Act,” H.R. 3684 as amended to include the “Assistance, Quality, and Affordability Act of 2021,” H.R. 3291; and the “Water Quality Protection and Job Creation Act of 2021,” H.R. 1915. ACWA will likely oppose the legislation unless amendments that address the concerns detailed below are adopted. ACWA represents 455 public water agency members that together supply over 90 percent of the water delivered in California for residential, agricultural, and business uses. ACWA member’s highest priority is the delivery of safe, reliable drinking water.
