Pursuant to Rule 14.3 of the California Public Utilities Commission’s (Commission) Rules of Practice and Procedure, Valley Center Municipal Water District (VCMWD), Padre Dam Municipal Water District (PDMWD), Municipal Water District of Orange County (MWDOC) and the Association of California Water Agencies (ACWA) (collectively, Joint Water Agencies) submit the following comments on the Proposed Decision (PD) for Phase 2 of this proceeding. On February 8, 2019, MWDOC became a party to this proceeding by filing comments on the Order Instituting Rulemaking (OIR). On March 20, 2019, Administrative Law Judge Melissa Semcer granted party status to PDMWD via email ruling. On March 22, 2019, ALJ Semcer granted party status to VCMWD via email ruling. On March 9, 2020, ALJ Stevens granted party status to ACWA via email ruling.
