The Association of California Water Agencies (ACWA) appreciates the opportunity to provide comments to the California Water Commission (Commission) on the State’s role in financing conveyance projects. ACWA represents over 450 public water agencies that deliver approximately 90 percent of the water used for residential, commercial and agricultural purposes in California. Recommendations 19.4 of the Water Resilience Portfolio directs the Commission to “assess a state role in financing conveyance projects that could help meet needs in a changing climate.” ACWA supports the Commission’s work to develop a whitepaper with recommendations to policymakers and the Commission’s engagement with stakeholders to solicit input.
