While there could be a bill written that would create a reasonable, efficient and effective statewide water low income rate assistance (water LIRA) program, SB 222 needs additional work to meet those standards. The objective should be a formulaic program that keeps administrative and implementation costs down so that more of the program funding can go toward assisting low-income households.
