The Association of California Water Agencies (ACWA) has an oppose-unless-amended position on SB 403. This bill would authorize the State Water Resources Control Board (State Water Board) to order the consolidation of:

  1. Public water systems with 3,300 or fewer connections or state small water systems, serving a disadvantaged community (DAC), that the State Water Board has determined are “at risk” of failing to provide an adequate supply of safe drinking water; and
  2. Domestic wells, serving a disadvantaged community, that the State Water Board has determined are “at risk” of failing to provide an adequate supply of safe drinking water.
