The Association of California Water Agencies (ACWA) appreciates the opportunity to provide comments regarding the State Water Resources Control Board’s (State Water Board’s) May 12, 2021 Draft Water Unavailability Methodology for the Delta Watershed (Methodology). ACWA represents over 450 public water agencies that deliver approximately 90 percent of the water used for residential, commercial and agricultural purposes in California. ACWA appreciates the State Water Board’s efforts to include stakeholders in the Methodology process and improve implementation of the water rights system during drought.
