ACWA is appreciative of the several opportunities that the State has offered to agricultural water suppliers and other agricultural-sector stakeholders to provide input through formation and meetings of the Agricultural Advisory Group. ACWA is committed to helping define a successful framework to help California prepare for and respond to future droughts, and to promote the long-term efficiency of water use. We would like to collaborate with you and your colleagues in the Brown Administration to craft a legislative package that the agricultural water community can broadly support.

General Comments

ACWA generally supports the agricultural water use efficiency elements of the draft report as written

ACWA appreciates the commitment by Department Water Resources (DWR) to provide tools to assist in the development of water balances and budgets, which we believe will be a key to linking agricultural water management with other important local objectives, including water management at a hydrologic basin-scale and close integration with the requirements of the Sustainable Groundwater Management Act (SGMA). These tools should be available and functional prior to the water balances and budgets being submitted such that they can be used in a reasonable manner.

ACWA looks forward to working with the Administration to ensure that proposed legislation and any associated rulemaking process remain consistent with the draft proposal, but preserves flexibility for local agricultural water suppliers to meet locally defined management objectives and to integrate and streamline compliance provisions. ACWA and its agencies will be available to partner with the Administration to develop the legislation and educate legislators.
