Subject: ACWA Comments on the State Water Resources Control Board’s Proposed Statewide Mercury Control Program for Reservoirs

During the June 9, 2016 stakeholder outreach meeting that ACWA attended, SWRCB staff mentioned that smaller focus group meetings, specifically for reservoir owners and operators, had been held. Many of the reservoir owners and operators who attended these June meetings in northern and southern California are ACWA member agencies. Several of these agencies expressed some concerns about the 303(d) listing process for mercury impaired reservoirs and the proposed program, and wanted to ensure that ACWA was engaged in this issue as the program is developed.

ACWA requests to be invited to participate in any future focus group meetings for reservoir owners and operators, and to be informed when draft documents and plans are released for comment. ACWA understands that as its next step, SWRCB is developing a questionnaire for reservoir owners and operators to gather information on current management techniques, and to categorize reservoirs for pilot tests. It would be helpful if ACWA received a draft of the questionnaire to review with its members before SWRCB distributes the final questionnaire.
