Comments on Water Resources Development Act (WRDA) for 2016 Priorities May 16, 2016 Comment Letters To: California Members of the Committee on Transportation and Infrastructure Subject: Water Resources Development Act (WRDA) for 2016 Priorities Letter excerpt: Water Infrastructure Financing Finally, ACWA supports EPA’s State Revolving Funds (SRF) and Water Infrastructure Finance and Innovation Act (WIFIA) programs. Most federal funding for water infrastructure flows through the SRF program. Every year water agencies in California seek more SRF funding than is available. ACWA supports efforts to dramatically increase SRF funding in fiscal year 2017 while bringing parity to the Clean Water and Drinking Water SRF funding levels. Once funded, the WIFIA program will be a valuable financing tool for larger water infrastructure projects that do not traditionally receive SRF funds.
