ESA Implementation Policy Principles Jul 1, 2010 Policy Documents In July 2010, ACWA released its policy principles on “Implementation of State and Federal Endangered Species Acts,” outlining a more effective approach to ESA implementation that incorporates the co-equal goals of water supply reliability and ecosystem enhancement that are the basis of California law. The eight policy principles address the need for comprehensive, integrated solutions, strategies for achieving the co-equal goals, the need for real time data and scientific analysis based on the best available science, and creating implementation flexibility, among other issues.
