An eleventh-hour effort has emerged in the Legislature to impose a statewide tax on residential and business water bills. The tax, being called a “Safe and Affordable Drinking Water Fee,” is being amended into SB 623 by Sen. Bill Monning (D-Carmel), a bill aimed at funding safe drinking water solutions for disadvantaged communities. The bill is expected to be in print tomorrow.

While ACWA absolutely supports the goal of providing funding assistance to disadvantaged communities that do not have access to safe drinking water – and has made it a high priority to develop effective solutions – SB 623 has serious fundamental flaws. In addition, ACWA has a long-standing policy position against a statewide tax on water and vigorously opposes this measure.

This video details why a statewide tax on water is not the right funding solution for assisting disadvantaged communities
